The Constitution of the Vietnamese Student Association
at Oregon State University


ARTICLE 1: Name of the organization

Vietnamese Student Association at Oregon State University

ARTICLE 2: Purpose
The purpose of this association is to unite Vietnamese students to promote and to develop
projects of social concerns about the community and Vietnam, and to help the development of a greater understanding of the people and the culture of Vietnam.

ARTICLE 3: Membership
Any full-time student studying at OSU is eligible for membership. Part time students can become non-voting members through an introduction by one member to the association. The Vietnamese Student Association shall not deny consideration for voting and non-voting membership to any student because of sex, race, religion, creed, ethnicity, disability, or marital status.

ARTICLE 4: Officers

Section 1: The executive officers of this association shall be: President, Vice-President, Secretary, Treasurer, Communication, Activity Coordinator, Web master and Committee Chairpersons elected when needed.

 

Section 2: The President shall be the official representative of the association and he/she shall coordinate the duties of the other officers.

 

Section 3: The Vice-President shall act as an activity-coordinating chairperson, and will assume the duties of the President in the absence of that officer.

 

Section 4: The Secretary shall keep the records, attendance and participation of all business at meetings VSA sponsored event, and shall read the minutes of the previous meeting and make corrections if needed.

 

Section 5: The Treasurer shall keep the financial accounts, and shall give a financial report at each meeting, and attend ISOSU financial meeting.

 

Section 6: The Communication shall be responsible for organizing officer and general meetings, including contacting members, sending out information, reserving rooms.

 

Section 7: The Activity Coordinator shall assist the vice-president in organizing events and activities for the association.

 

Section 8: The Webmaster shall be responsible for maintaining the webpage, assisting communication in sending out information to members and support other officers as needed.

 

ARTICLE 5: Election of officers
Each fall term, a new office will be reelected. Any member of the association who satisfies the
following requirements is eligible for candidacy.
              Elected officers must:

a. Have earned at least 12 hours of credit of his/her most recently completed term. This requirement does not apply to first term freshman 

b. Be currently registered for at least 12 credits at Oregon State University

c. Have not been on disciplinary probation 

d. Have a minimum cumulative GPA of 2.00 and have not been on probation of the most recently completed term prior to the term of election. 

ARTICLE 6: Voting
Only active members are eligible for voting.  Active members are defined as those who attend at least one meeting and participate in any event hosted by VSA during the current academic year.

 ARTICLE 7: Meeting
Officers will meet every week.  There will be one general meeting each month.  Special meetings will be called by the President or the Vice-President two days before the meeting.

 ARTICLE 8: Amendment
The Constitution of Vietnamese Student Association can be modified when there is unanimous agreement of officers and advisor and at least 70 percent of members present at the meeting.
