  1. APPROVAL OF MINUTES: The minutes of 5/28/98 were approved.

  2. REPORT FROM ACADEMIC AFFAIRS:

    1. Thank you to Leonard Friedman and Bob Burton for their work this summer in reviewing Category II proposals.

    2. The Category I proposal to rename the Department of Agricultural Chemistry to the Department of Environmental and Molecular Toxicology was approved at the 7/16/98 meeting of the Oregon University System's Academic Council.

    3. The Category I proposal to consolidate the B.S. in Fisheries Science and the B.S. in Wildlife Science into a new program leading to the Bachelor of Science in Fisheries and Wildlife Science was approved at the 9/18/98 meeting of the Oregon State System of Higher Education Board and is on their consent agenda for October.

    4. The number of Category II proposals received for academic year 1997-98 was 572. The number of new Category I proposals received was four, however, four others and a pre-proposal continued in the review process.

    5. Undergraduate Academic Program review update for Political Science was reported. Undergraduate Academic Program review for the Department of Music will be scheduled during Winter term.

    6. The Council was reminded of Schedule of Classes deadlines for proofs. Revisions are due back to the Schedule Desk for Winter by Friday, 10/9/98, and for Spring by Monday, 12/21/98. Catalog deadline continues to be November 1 to receive proposals from units and obtain priority review. They must be approved and processed by December 1 to be published in the catalog.

    7. Follow-up reviews for OUS (Oregon University System) are conducted five years after new programs are approved. In 1997-98 academic year, the following proposals were reviewed: M.A. in Applied Anthropology, Ph.D. in Bioresource Engineering, B.A. in International Studies, and Ph.D. in Molecular and Cellular Biology. Full reviews and summaries are available in the main office of Undergraduate Academic Programs.

    8. The OSBHE (Oregon State Board of Higher Education) will decide at its October meeting whether it will no longer require the pre-proposal process for initiating new degree programs (Category I's). The Chancellor's Office has recommended elimination of this step. The Provost needs to be notified of proposals before they become too far developed in the review process. The full report is available for anyone wishing to view the charge of the Board regarding university system curricular review.

    9. The Faculty Senate approved changes to (Academic Regulation) AR 2. Credit from a 2-year Institution Transfer of Vocational-Technical course credits through articulation agreements will be brought to the Curriculum Council.

    10. Articulation agreements are being established between OSU and Clackamas Community College with the AIHM courses and CAD drafting. The agreement is available for anyone wishing to view it.

  3. REPORT FROM THE CHAIR:

    1. Over the summer developments:
      1. Budget model changes - impact on curriculum
      2. Pressure to make the review process more efficient and effective - Curriculum Council will work on this throughout the year

  4. NEW BUSINESS

    1. Protocol for Pre-proposal process replaced by notifying Provost and Dean of Graduate School

    2. When any Category I proposal is received, Christina will tell Bob Burton and Leslie Burns, who will then inform the Provost's Office and the Graduate School.

    3. Category I Proposal - Liberal Studies Extended to New Off-Campus Location
      Gary Tiedeman presented the proposal to offer the B.A./B.S. in Liberal Studies at Chemeketa Community College and statewide. The interdisciplinary Liberal Studies program is currently offered at five sites. Courses will be taught in a variety of formats including on-site courses, Ed-Net, Web, and campus-based courses. The proposal was deferred until a later meeting. Clarification is needed for statewide delivery justification.

    4. Category I Proposal to Rename the B.S. in Interior Merchandising to Interior Design
      This proposal was approved with suggested changes to be requested of the department. A clean proposal will be need to be submitted to Academic Affairs.

    5. SYS Designator
      The proposed SYS designator was discussed. Additional information will be provided by Bob Burton at a future meeting.
