I. APPROVAL OF MINUTES: The minutes of 12/06/01 were approved with amendments.
II.
REPORT FROM ACADEMIC
AFFAIRS: (R. Burton, a-e; G.
Beach, f)
A. A search is currently underway to hire an Administrative Assistant for the Assistant Provost for Academic Affairs. A person should be identified by early February.
B. Martin Barry is being transferred from Pre-College Programs to the Office of Academic Programs to manage Summer Session. Martin will report to Bob Burton.
C. New space for the Teaching, Learning, and Advising Center has been identified. The office space will be located on the first floor of Waldo Hall, near the Center for Writing and Learning. Funding for a director (0.5 FTE) is still on hold. The possibility of using course buyout to fund a faculty member to direct the new center is being discussed.
D. Student Affairs and Academic Affairs are collaborating in discussing the possible redesign of student services. This effort is being led by Larry Roper, Vice Provost for Student Affairs.
E. The 2002-03 General Catalog will be different. There will be no photos. A survey, coordinated by the Academic Affairs Publications Committee, working in cooperation with the Office of University Marketing, will be administered Winter Term to gather information on the utilization of the General and Graduate Catalogs.
F. A “Status of Active Category I Proposals” was distributed. This table will be distributed to the Council several times each term to keep the Council abreast of Category I proposals as they proceed along each step in the review and approval process.
III.
REPORT FROM THE
CHAIR: (M. Quinn)
A. Quinn recommended that the Office of Academic Programs maintain a list of those programs for which a follow-up review has been recommended by the Council. For example, the Council at their last meeting required a three year follow-up review of the Chemical Engineering options that had been approved.
IV.
NEW BUSINESS
A. M.A. in Applied Ethics (Guest: Peter List, Chair, Department of Philosophy)
1. Overview
· Proposed program is considered to be essential to the growth of both the Philosophy Department and for the University.
· Proposed program takes advantage of the Department’s strengths, including:
Faculty interest and expertise
Undergraduate certificate in Applied Ethics (25 / year)
Program in Ethics, Science, and the Environment (8 years)
· Enrollment (Fall Term 2002)
16 MAIS majors (first field)
17 MAIS majors (second or third fields)
· Funding for library support has been identified.
· Support from PSU and U of O has been secured.
· The program will not require new faculty or facilities.
2. Discussion
· Loveland indicated that the budget tables will need to be adjusted to reflect a change in the GTA minimum FTE (i.e., .25 to .30)
· The Council discussed the fact that only three courses in Philosophy are stand alone 500 level courses. All of the others PHL courses (other than blanket numbered) are slash courses.
· List noted that there were no plans to limit enrollment at this time.
· Loveland recommended that a memo be secured that guaranteed that funds transferred to the Library to support the proposed program, be used exclusively for the support and development of the proposed program.
· Students who would possibly enroll in the proposed program would come from existing seniors and those students currently enrolled in or contemplating the MAIS degree program. Many students would prefer an MA as opposed to the MAIS degree type.
· The internship requirement was lauded by the Council.
3. Deliberation
· Consensus:
o Good, solid program that would advance OSU, CLA, and the Department of Philosophy.
o Cost of the proposed program is minimal.
o Having a graduate program will greatly help the faculty.
o Concern was expressed over the number of slash courses in the proposed program.
o Concern was expressed over the quality of the program if there were only 12 students enrolled in the new program.
o The source of the funds for the proposed program needs to be clearly identified. There should be a memo from Dean Schaffer as to where the funds for the proposed program will be coming from; i.e., what is the exact source of the funds?
· Direct the Department of Philosophy to do the following:
o Modify the budget description and budget tables according to the recommendations brought forward by the Budgets and Fiscal Planning Committee.
o A Memo should be directed to the University Librarian clearly stating that the funds allocated to the Library should be expended solely in support of the proposed M.A. in Applied Ethics degree program.
o A Memo should be requested from Dean Schaffer to the Chair of the Curriculum Council that clearly identifies the source of the funds that will be redirected in support of the proposed program.
o All of the recommended changes and modifications identified in the Academic Affairs review (Gary Beach) need to be made prior to the Office of Academic Programs submitting the proposal to the Faculty Senate Executive Committee.
· Vote
o APPROVED: 7-0-0.
B. Undergraduate Academic Program Review: Agricultural and Resource Economics (Scott)
1. Report Presentation:
· It was noted that the number of faculty in the AREC Department has been reduced from 31 to 25 in the past ten years.
· There are severe limitations to the AREC B.S. degree program that is currently being offered at Eastern Oregon University in LaGrande. One faculty member teaches all of the AREC courses.
· Modular courses are being used with success.
· The review committee recommended an upgrade of the Environmental Economics, Policy, and Management Option to a major.
2. Vote to Accept the Report
ACCEPT: 7-0-0
