Evolution Of The International Regulatory Framework Governing International Trade In Fishery Products

ABSTRACT

The paper describes the various international instruments, binding and voluntary, which apply to the international trade in fishery products and briefly characterise relevant provisions with regard to their history, nature and importance. The agreements presented include those of the WTO, Codex Alimentarius, Code of Conduct for Responsible Fisheries, CITES. Reference is made to the work of the Sub-Committee on Fish Trade of the FAO Committee on Fisheries. The relevance of markets and finance is discussed with reference to international financing agencies such as the World Bank and the Common Fund for Commodities as well as the FishINFOnetwork (FAO-GLOBEFISH and Regional Fish Marketing Services). A specific focus will be given to the issues of threats and opportunities for small scale operators and of the mutual support of trade and environment.
